Issues in Determining and Maintaining Legal Package Beer Fill Levels. Richard L. Berndt and Roger W. Saeger, Pabst Brewing Co., P.O. Box 947, Olympia, WA 98507. J. Am. Soc. Brew. Chem. 48:0066, 1990.

The Bureau of Alcohol, Tobacco, and Firearms is concerned with malt beverage container fill as it relates to taxation requirements. Other agencies at the state and county levels are concerned with malt beverage container fill as it relates to consumer protection. At times the two requirements are opposed, to the degree of being in conflict, so that when one requirement is satisfied the other is violated. This work lists some of the major enforcement regulations. The determination of net contents (or deliverable contents) and the maintenance of these tolerances requires rapid, precise methods and effective control programs. A comprehensive maintenance and control program is outlined. Data are given to show practical control limits and fill values. Container fill methods used are detailed. Primary container specification limits are discussed.
